This needs strategizing and I'm open to suggestions..
We want qualification to occur by stealth and qualifiy just before the deadline? We don't appear on their radar (they ignore it because they don't see any paid gatherers, donations, support committees, etc., so its got no chance) till its too late and then they have the shortest period in which to propagandise against it. We certainly don't want them to have time to qualify an opposing amendment for the same ballot!
So if next statwide election (governor) is Nov 2010 with a primary in June 2010 we want to be qualified 131 days before the quiet primary not the large turnout general so (Jan 2010). Allowing 30-40 days for verification and 150 days for collection we would want a summary date of June 2009. Another 40 days for request for summary and fiscal impact says April 29 2009 is when we should file.
This is well after the hoopla of the 2008 election is over and should get good publicity as they swear in a gun grabbing President Obama sometime before then!
